door. anthony slaughter is looking at your commute. meteorologist christina loren has your forecast. but we start things off with monte francis, who is live in san anselmo where creeks and rivers are at risk of flooding big-time. monte, good morning. >> reporter: well, jon, good morning. that's right, here in san anselmo they are always ready for a big storm. that's because there's a creek that runs through the center of town and it has been known to flood so the city has made sandbags and sand available to residents free of charge in preparation for the storm which is expected to start tomorrow. last time there was a problem with flooding here was in 2008, but the real devastating flood was in december of 2005 when the san anselmo creek flooded the streets of downtown san anselmo and many local businesses were under water. the reason this next storm is a concern here is because here in the north bay they're expecting 4 inches of rain during a matter of several days and those are exactly the kinds of conditions that can be trouble for san anselmo. the town is doing what it can do to prepare. storm drains have been cleared and city crews are ready to keep

morning this is what we'll be tracking, a lot of rain on the way to the bay area. right at 6:00 a.m. this storm system will impact us all the way through the first part of tomorrow an then we have two more systems on its heels. so we'll take you through the forecast. first we want to get you to work on time this morning. mike has the day off. introducing, anthony slaughter. >> thank you, thank you, noah, thank you. wow, lots of rain headed our way. we are talking about fog this morning and we are still talking about the bay bridge toll plaza. lights are on and look at this congestion, it is bagged up. the good news, at the bridge we don't have much fog to talk about. once you get past the toll plaza, the fog does come and it's not going to help. christina is our weather girl, we'll leave it up to her. let's talk more about these maps. you can see also down into 101, the south bay, san jose, you can see traffic is moving right along there. also one quick note, the

milpitas area, there is some police activity right around escuela and jacklin and we're starting to see a little more congestion in this specific location. not on the highways but some of the side streets, you'll notice some of the yellow and red as folks are trying to get around that activity. otherwise, the good news, no major accidents to report on this morning. i'm keep my fingers crossed. in regards to that activity in milpitas, it's developing news we're following this morning where an armed suspect is still on the loose in milpitas. officers say he allegedly shot at them following a traffic stop. bob redell joins us live in milpitas with what they have learned so far. bob? >> reporter: well, good morning to you, laura. it's hard to tell what they have learned. we know they're throwing a lot of resources into this investigation. there's several police officers, they have also called their brothers and sisters from milpitas fire to provide light for this scene here to investigate the shooting that took place here at jacklin near escuela parkway a little before 2:00 this morning.
6:05 am
milpitas police investigating a shooting involving one of their officers. we believe that that person is okay. chp confirms that law enforcement is looking for a suspect, someone who fled the scene. now, based on the number of bullet casings we were able to spot on the ground, we saw at least three or four, so we believe that that's how many shots at least were fired. it's not clear who did the shooting. were both sides shooting at each other or just one side versus the other. as far as traffic is concerned, jacklin road is shut down between campbell and arizona. so you're looking at several block stretch which is a main artery through -- jacklin is a main artery here through milpitas, so if you have business out here, keep that in mind. you are going to have to detour. we expect that locally this is going to have an impact on traffic here in milpitas. reporting live here in milpitas, bob redell, "today in the bay." and new this morning, in just the past 30 minutes a police standoff on treasure

island has ended. san francisco police had a man with a gun cornered overnight on the rocks on the western shoreline there. this all started in the city when officers were tipped off to a car running through red lights near bush and mason streets. >> the police department received a 911 call indicating that a man in a white sedan was armed and that the vehicle was stolen. >> we can tell you that suspect fired a gun at officers before taking off across the bay bridge to treasure island. police closed all of the access to and from the island. officers say traffic on that bay bridge was not affected by the situation. we can tell you also no officers were hurt in the standoff. 6:07. does your risk of breast cancer depend on where you live? a new study shows higher than average rates of the disease in certain bay area counties. marla tellez joins us in our newsroom this morning. marla, we understand two local areas, 10% to 20% higher than
6:07 am
the state average for breast cancer. quite alarming. >> reporter: laura, those two local areas make up two pretty big regions in the bay area. we're talking about some of the peninsula, south bay and east bay, also a large chunk of the north bay. this map here helps break it down. the california breast cancer mapping project found portions of san mateo, santa clara and alameda counties had breast cancer rates that were 10% to 20% higher than the state average from 2000 to 2008. these higher-than-average rates were also found in slices of sonoma, napa and solano counties. however, the study does not list a cause for these rates, but it's long been known breast cancer risk factors include everything from drinking alcohol daily to taking certain hormone replacements. and this behavior tends to be common among higher income women, which, of course, the bay area does have. still, the study does not say this correlation is in fact the cause of the higher breast cancer rates that we're seeing in the study.

so if you're a woman living in the bay area, what do you make of the study? first of all, don't forget breast cancer can be genetic and doctors also worry about certain environmental factors. more reasons for us women to practice good breast care and that includes staying current on our mammograms. jon. >> thank you very much. very important information there. 6:08. cracking down now on aggressive panhandlers. this morning the city of martinez is panning where, when and how people can beg for your money. the city council says panhandlers can not intimidate or force somebody to hand over money. blocking someone's path or following someone who has refused to hand over money also banned. panhandling is not allowed within 10 feet of intersections, highway exits and on-ramps. police can hand out tickets, but they can't arrest somebody for breaking the rules. taking a shot at birds. today san jose could change the rules about who can fire at birds to clear them from air fields. san jose international airport says it is trying to crack down on a deadly danger to planes.
6:09 am
since 2009 the airport has had 180 bird strikes. airport management says right now only police and military officers can shoot at the birds at the airport. they're hoping the city council will change that code to allow trained operations staff and contracted biologists to shoot the birds. the airport says blanks are usually used to shoot at birds. san jose city council will address that issue at a meeting this afternoon. it is 6:09 right now. coming up, confidential files shredded and thrown into the air as conconfetti. the investigation into how mitt romney's motorcade route was strewn through the streets during the macy's thanksgiving day parade. plus why you don't want to be on the cover of "time" magazine as person of the year. plus crisis in egypt. the political power play that is sparking the largest protests so far this week just ahead. ♪

i want to start with this live picture at the embarcadero. the fog is not as thick and you can see the surface this morning. our sun will rise at 7:01. as you can see visibilities have come up quite a bit. we're at a mile and three-quarters in livermore and everywhere else you've got two miles or better, so that's good news. our atmosphere is getting stirred up by an area of low pressure. we're going to get a little bit of prefrontal precipitation. we stop the clock at 10:00, you can see showers starting to skirt the coastline. not expecting much, though, for today. that doesn't happen until we wake up and meet back here tomorrow morning. look at this, i stop the clock at 5:00 a.m. you start to get the moderate bands, heavier bands of rain pushing onshore. that will continue as we progress throughout the morning commute. by noon tomorrow we'll see the first system let up just a little bit. enough for you to get outdoors a couple of hours. then at 7:00 p.m., it starts to get active yet again. the winds will increase and we get our next storm system on thursday. the next storm system will mostly impact the north bay.
6:19 am
that's where we're expecting the heavier rain, hence the larger totals the next couple days. but still, the friday system is the one that i'm the most concerned about. the first system that comes through on wednesday will be a wind event. friday system will be a rain event. we're not even done with the rain at this point. almost 6 inches expected in places like fairfield, napa and even here in the south bay in san jose we're expecting over 4 inches and a quarter, that's certainly enough for flooding because all this rain will come down very quickly so keep that in mind. especially if you take the little ones to school, plan on giving yourself extra time the next couple days. wednesday and friday look the worst during the morning commute. 64 degrees in livermore, 63 in fremont and 64 in redwood city. something else to keep in mind is our grounds are going to be saturated before that friday system comes through. that too will have some gusty winds and that means we could see downed trees. those trees could take out power lines. we could see isolated power
